I dont really understand what you are looking for, a appartment, hotel, ... Shimokitazawa would be extremely difficult to find a place to rent, many people (young, student) want to live over there. The best if you want to spend some time there is to live somewhere on the JR line deserving it (odakyu line from Shinjuku or another one, forgot name from shibuya)
